NEW DELHI: The Joint Committee on the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024, and the Union Territories Laws (Amendment) Bill, 2024, will meet on July 11, 2025, at Parliament House Annexe, New Delhi.

This important meeting will bring together top legal experts, former judges, and senior political figures to give their opinions on these two significant Bills.

In this meeting, members of the committee will talk with Justice JS Khehar, former Chief Justice of India, and Justice DY Chandrachud, also a former Chief Justice of India. Both are expected to share their deep knowledge and views on the proposed changes in the Constitution and laws related to Union Territories.

Also joining the discussion is Dr. EM Sudarsana Natchiappan, who is a former Member of Rajya Sabha, former Chairman of the Standing Committee on Personnel, Public Grievances, Law and Justice, and a Senior Advocate. His experience in legal and parliamentary matters will help the committee get better insights into the impact of the proposed amendments.

Another important expert at the meeting will be Dr. Veerappa Moily, who was Chief Minister of Karnataka, Union Minister, Chairman of the 2nd Administrative Reforms Committee, and Chairman of the Parliamentary Committee on Finance. He will also share his expert opinion on these Bills.

Before this sitting, PP Chaudhary, the Chairperson of the Joint Parliamentary Committee (JPC) on One Nation One Election (ONOE), had already visited several states to get public and expert feedback.

He travelled to Maharashtra, Himachal Pradesh, Uttarakhand, Punjab, Haryana, and the Union Territory of Chandigarh. During these visits, he met many stakeholders and held meetings in Delhi as well.

In Delhi, the committee had meaningful discussions with many top legal personalities, including former Chief Justices of India UU Lalit and Ranjan Gogoi, along with former Chief Justices of High Courts and other experts.

Earlier, while speaking to ANI, PP Chaudhary explained the importance of hearing voices from across the country.

He said,

“The committee believes that it should visit all states and hear their opinions, which is why the tour is being organised.”

He also spoke about the committee’s decision to make their work open and inclusive. Reacting to the launch of a new official website, he told ANI,

“There should be transparency. The entire Committee has agreed that we must keep transparency. The website will facilitate opinions from all the stakeholders. The committee took decisions on two major things, the advertisement will be printed in all languages so that all stakeholders can give their opinions.”

He further added,

“Secondly, the website will facilitate inputs from all stakeholders… This is being examined by the Secretary General… The development of technology is taking time to ensure the website doesn’t crash… The website will be launched soon with a QR code facility. Suggestions will be collected, and Parliamentarians will review them.”

He also accepted that there can be different viewpoints but showed hope for unity, saying,

“There could be different opinions in the Committee too…One time will come when all the members will agree to it because all the leaders think for the nation and will agree over it for the nation’s interest.”
