Jalandhar Civil Judge Accuses DC Office Official Of Misconduct And Threats

Civil Judge Rahul Kumar Azad has filed a complaint against a DC office official for threatening and disrespectful behaviour during an official visit. The judge called the conduct “unacceptable and unbecoming of a government servant.”

Jalandhar: A civil judge in Jalandhar, Rahul Kumar Azad, who is also the Civil Judge (Senior Division) and Secretary of the District Legal Services Authority (DLSA), has filed a written complaint against a senior assistant from the Jalandhar Deputy Commissioner’s office.

The complaint, dated June 3, 2025, accuses the official of misbehaving and acting in a threatening way during an official visit to the ADR (Alternate Dispute Resolution) Centre located inside the Judicial Courts Complex.

According to the complaint, the incident took place at around 3 pm on June 3. The accused, Pawan Kumar Verma, a senior assistant in the miscellaneous administration branch of the Deputy Commissioner’s office, came to the ADR Centre along with two other officials.

He approached the accounts clerk and demanded the return of some case files related to compensation claims in hit-and-run cases.

These case files, as stated in the complaint, had earlier been sent to the Deputy Commissioner’s office through “Letter No. 3820 dated July 22, 2024,” and were followed up with a clarification letter: “Letter No. 6473 dated November 20, 2024.”

Judge Azad mentioned that when Verma was told the matter was already being processed and the clarification had been provided earlier, Verma allegedly entered the judge’s chamber without following proper protocol.

He is said to have behaved rudely and tried to put pressure on the judge for immediate acceptance of the files or to provide a written reason on the spot for rejecting them.

Describing the behaviour, Judge Azad stated in his complaint:

“These files had been sent to the DC Office earlier via Letter No. 3820 dated July 22, 2024, and were followed up with a clarification through Letter No. 6473 dated November 20, 2024.”

He further wrote,

“Verma reportedly entered the chamber of Judge Azad without proper protocol, displayed rude behaviour, and attempted to assert pressure for immediate compliance.”

In another serious allegation, the complaint mentioned,

“He allegedly demanded either acceptance of the files or a written reason for refusal on the spot.”

The judge also said that Verma continued to remain seated in his chamber despite being asked to leave, and even directed a junior female staff member to file a complaint against the DLSA to higher authorities.

Judge Azad described Verma’s behaviour as threatening and unprofessional, stating,

“Verma exhibited a threatening demeanour, remained seated in his office despite being asked to leave, and even instructed a junior female official to document a complaint against the DLSA to the government—actions the judge described as being ‘completely out of line’ for a senior assistant-level official.”

In a particularly troubling part of the incident, Verma is said to have openly disregarded the authority of the DLSA. As per Judge Azad’s complaint,

“Verma is also alleged to have used disrespectful language, claiming that the DLSA holds no authority over him and that he is not obligated to adhere to its directives.”

Calling the actions of the official “unacceptable and unbecoming of a government servant”, Judge Azad urged Jalandhar’s Deputy Commissioner Himanshu Aggarwal to take immediate action in order to prevent such incidents in the future.
