Supreme Court Issues Notice On Savukku Shankar’s Plea Seeking CBI Probe Into Alleged Irregularities In TN’s Ambedkar Business Champions Scheme

Today, On 28th July, The Supreme Court has issued a notice on YouTuber Savukku Shankar’s petition seeking a CBI probe into alleged irregularities in Tamil Nadu’s Ambedkar Business Champions Scheme. He had challenged the Madras High Court’s dismissal of his plea.
New Delhi: The Supreme Court issued a notice regarding a petition from Youtuber cigarette shankarchallenging the Madras High Court’s decision to deny a CBI investigation into suspected financial misconduct linked to Tamil Nadu’s Ambedkar Business Champions Scheme (AABCS).
A bench consisting of Chief Justice B.R. Gavai and Justices K. Vinod Chandran and N.V. Anjaria was informed by Shankar’s attorney that his home had been vandalized following his request for a CBI inquiry.
Shankar alleged significant misappropriation of funds under the state’s AABCS and NAMASTE schemeswhich were initially designed to support scheduled caste entrepreneurs and sanitation workers.

The petition contended that these schemes were exploited by ineligible beneficiaries, facilitated by private entities through illegal government outsourcing and political meddling.
Shankar’s counsel stated,
“Because I raised these issues, my house was vandalised. I asked for a fair investigation by the CBI, but that has been refused, therefore, I have challenged that as well.”
The Madras High Court dismissed his request, arguing that a CBI investigation could interfere with the ongoing work of the state police.
Instead, the court instructed the authorities to complete their investigation and submit a final report within 12 weeks, while also emphasizing a re-evaluation of the tender awardees under the scheme to ensure they met eligibility criteria.
During the proceedings, the Supreme Court referenced Shankar’s previous conviction for criminal contempt.
One of the judges noted,
“Earlier you were hauled up for contempt,”
In response, Shankar’s counsel mentioned that an unconditional apology had been submitted.
Justice Chandran remarked,
“That’s what everybody does…malign somebody, then offer an unconditional apology.”
This contempt case stemmed from Shankar’s remarks during a 2022 YouTube interview, which prompted the Madras High Court to initiate a suo motu contempt case leading to a six-month prison sentence.
The Supreme Court ordered his release on September 25 of last year after he was detained immediately upon release under the Tamil nadu goondas act. At that time, Shankar was facing around 15 criminal charges.
He was later arrested by Coimbatore Police on May 4 for making derogatory comments about women police personnel and some judges of the Madras High Court in an interview on the YouTube channel “RedPix 24×7” on April 30, triggering multiple FIRs against him.
